STATE UNIVERSITY CONSTRUCTION FUND
NOTICE TO BIDDERS
The State University Construction Fund will receive sealed Proposals for
Project No. 241060.00
Titled REPLACE ROOFS AT WHEELER, KNAPP AND BOUCK HALLS
at SUNY Cobleskill until 2:00 p.m. Local Time on November 18,2026 at the
Fund’s Of昀椀ce at H. Carl McCall SUNY Building, 353 Broadway, Albany NY
12246, where such proposals will be publicly opened and read aloud.
The Contractor shall complete all work necessary for substantial completion
within 720 days.
The Fund’s project speci昀椀c goals for this project are 10% MBE and 5% WBE
and 3% SDVOB.
A pre-bid conference and project walk through will be held on October 29,
2026 with all contractors assembled at 1:00 pm at the Bouck Hall Expansion
Building Lobby outside of the Ballroom.

Battery Park City Authority d/b/a Hugh L. Carey Battery Park City Authority
(“BPCA”) requests proposals (individually, a “Proposal” and collectively, the
“Proposals”) from quali昀椀ed 昀椀rms to provide a Vendor Veri昀椀cation Software
solution that automates and enhances vendor onboarding, validation, and
management. The solution should improve operational ef昀椀ciency, strengthen
compliance controls, mitigate fraud risk, and integrate with BPCA’s existing
systems. A detailed scope of work is set forth in Exhibit A (Scope of Work)
(the “Work”), which will be performed by the selected Proposer.
New York State-certi昀椀ed Minority-Owned Business Enterprises (“MBE”),
Women-Owned Business Enterprises (“WBE”) and Service-Disabled VeteranOwned Business Enterprises (“SDVOB”) are encouraged to submit Proposals.
Interested parties may download the request for proposals (“RFP”) from the
New York State Contract Reporter or by visiting BPCA’s website at https://
bpca.ny.gov/apply/rfp-opp/ and clicking on the “Current Procurement
Opportunities” tab. Addenda, if any, will be posted to BPCA’s website. All
Proposals must meet the requirements listed in the RFP.

Proposers are restricted from making contact with anyone other than the
Designated Contacts (identi昀椀ed below) during the period from the time of
publication of this advertisement through approval of the procurement contract
by BPCA (the “Restricted Period”). Employees of BPCA are required to record
certain contacts during the Restricted Period, including, but not limited to, any
oral, written or electronic communication with a governmental entity under
circumstances where a reasonable person would infer that the communication
was intended to in昀氀uence the governmental entity’s conduct or decision
regarding the governmental procurement, and to make a determination of
responsibility based, in part, upon any such contact. Failure to abide by this
process may result in a 昀椀nding of non-responsibility.

Complete sets of Contract Documents for bidding may be obtained from the
Consultant upon receipt of a payment of $49.00 for a printed copy or $10
for an electronic copy, made payable to the Consultant, for each complete
set. The Fund waives fees and deposits for sets of the Contract Documents
requested by NYS certi昀椀ed Minority- and Women-Owned Business Enterprise
or Service-Disabled Veteran-Owned Business Enterprise.
Bids must be submitted in duplicate in accordance with the instructions
contained in the Information for Bidders. Security will be required for each bid
in an amount not less than 昀椀ve (5) percent of the Total Bid. Each bid must be
identi昀椀ed, on the outside of the envelope, with the name and address of the
bidder and designated a bid for the Project titled above. When a sealed bid is
placed inside another delivery jacket, the bid delivery jacket must be clearly
marked on the outside “BID ENCLOSED”. Visit https://sucf.suny.edu/sites/

if bidding.
It is the policy of the State of New York and the Fund to encourage minority/
women’s business enterprise participation in this project by contractors,
subcontractors and suppliers, and all bidders are expected to cooperate in
implementing this policy.
The Fund reserves the right to reject any or all bids.
