ADVERTISEMENT FOR BIDS
Sealed bids for Project Nos. 47776-C, 47776-H, 47776-P, 47776-E, comprising
separate contracts for Construction Work, HVAC Work, Plumbing Work, and
Electrical Work, Renovate Train Depot, Saranac Lake Train Depot, Saranac Lake
(Franklin County), NY, will be received by the Of昀椀ce of General Services (OGS),
Design & Construction Group (D&C), Division of Contract Management, 35th
Fl., Corning Tower, Empire State Plaza, Albany, NY 12242, on behalf of the
Department of Environmental Conservation - Div of Operations, until 2:00 p.m.
on Wednesday, December 2, 2026, when they will be publicly opened and read.
Each bid must be prepared and submitted in accordance with the Instructions to
Bidders and must be accompanied by a bid security (i.e. certi昀椀ed check, bank
check, or bid bond in the amount of $61,900 for C, $32,400 for H, $15,100 for
P, and $24,000 for E).
All successful bidders will be required to furnish a Performance Bond and a Labor
and Material Bond pursuant to Sections 136 and 137 of the State Finance Law,
each for 100% of the amount of the Contract estimated to be between $1,000,000
and $2,000,000 for C, between $500,000 and $1,000,000 for H, between $100,000
and $250,000 for P, and between $250,000 and $500,000 for E.

establishes overall goals for SDVOBs’ participation under this contract as follows:
6% for the C trade contractor, 3% for the E trade contractor, 6% for the H trade
contractor, and 3% for the P trade contractor, based on the current availability of
quali昀椀ed SDVOBs. Trades with 0% goals are encouraged to make “good faith
efforts” to promote and assist in the participation of SDVOBs on the Contract for
the provision of services and materials.

STATE UNIVERSITY CONSTRUCTION FUND
NOTICE TO BIDDERS
Pursuant to Public Buildings Law § 8(6), effective January 11, 2020, for any
projects where the project design commenced on or after January 1, 2020 and
for any contracts over $5,000 for the work of construction, reconstruction,
alteration, repair, or improvement of any State building, a responsible and
reliable NYS-certi昀椀ed Minority or Women-Owned Business Enterprise that
submits a bid within ten percent of the lowest bid will be deemed the apparent
low bidder provided that the bid is $1,737,918 or less, adjusted annually for
in昀氀ation as of March 1, 2026. If more than one responsible and reliable MWBE
昀椀rm meets these requirements, the MWBE 昀椀rm with the lowest bid will be
deemed the apparent low bidder.

Replace Roofs - Various Buildings at SUNY
New Paltz until 2:00 p.m. Local Time on 11/10/2026 at the Fund’s Of昀椀ce at H.
Carl McCall SUNY Building, 353 Broadway, Albany NY 12246, where such
proposals will be publicly opened and read aloud.
Project commenced design before January 1, 2020. Not subject to provision.
A pre-bid conference and project walk through will be held on with all
contractors assembled at Bidding and Contract Documents may be examined
free of charge at the campus and at:

The only time prospective bidders will be allowed to visit the job site to take
昀椀eld measurements and examine existing conditions of the project area will be at
10:00 a.m. on November 18, 2026, at Saranac Lake Train Station, 28 Depot Street,
Saranac Lake, NY. Phone the of昀椀ce of Shane Rolich, (518-949-0681) a minimum
of 48 hours in advance of the date to provide the names of those who will attend
the pre-bid site visit. Only contractors that schedule a visit at least 48 hours in
advance will be allowed to participate in the pre-bid site visit.
Pursuant to New York State Executive Law Article 15-A and the rules and
regulations promulgated thereunder, OGS is required to promote opportunities
for the maximum feasible participation of New York State-certi昀椀ed Minority and
Women-owned Business Enterprises (“MWBEs”) and the employment of minority
group members and women in the performance of OGS contracts. All bidders are
expected to cooperate in implementing this policy. OGS hereby establishes an
overall goal of 30% for MWBE participation, 15% for Minority-Owned Business
Enterprises (“MBE”) participation and 15% for Women-Owned Business
Enterprises (“WBE”) participation (based on the current availability of quali昀椀ed
MBEs and WBEs) for Construction Work and HVAC Work, and an overall goal
of 10% for MWBE participation, 5% for Minority-Owned Business Enterprises
(“MBE”) participation and 5% for Women-Owned Business Enterprises (“WBE”)
participation (based on the current availability of quali昀椀ed MBEs and WBEs) for
Plumbing work and Electrical Work. The total contract goal can be obtained by
utilizing any combination of MBE and /or WBE participation for subcontracting
and supplies acquired under this Contract. Trades with 0% goals are encouraged
to make “good faith efforts” to promote and assist in the participation of MWBEs
on the Contract for the provision of services and materials.
Article 3 of the Veteran’s Services Law provides for more meaningful participation
in public procurement by certi昀椀ed Service-Disabled Veteran-Owned Businesses
(“SDVOBs”). Bidders are expected to consider SDVOBs in the ful昀椀llment of
the requirements of the Contract. Such participation may be as subcontractors
or suppliers, as protégés, or in other partnering or supporting roles. OGS hereby

within 718 calendar days from receipt of the Notice to Proceed.
The Fund’s project speci昀椀c goals for this project are 10% MBE and 5% WBE
and 3% SDVOB.

Complete sets of Contract Documents for bidding may be obtained from the
Consultant upon receipt of a payment of $49.00 for a printed copy or $10
for an electronic copy, made payable to the Consultant, for each complete
set. The Fund waives fees and deposits for sets of the Contract Documents
requested by NYS certi昀椀ed Minority- and Women-Owned Business Enterprise
or Service-Disabled Veteran-Owned Business Enterprise.
Bids must be submitted in duplicate in accordance with the instructions contained
in the Information for Bidders. Security will be required for each bid in an
amount not less than 昀椀ve (5) percent of the Total Bid. Each bid must be identi昀椀ed,
on the outside of the envelope, with the name and address of the bidder and
designated a bid for the Project titled above. When a sealed bid is placed inside
another delivery jacket, the bid delivery jacket must be clearly marked on the

It is the policy of the State of New York and the Fund to encourage minority/
women’s business enterprise participation in this project by contractors,
subcontractors and suppliers, and all bidders are expected to cooperate in
implementing this policy.
The Fund reserves the right to reject any or all bids.
