Description
This is continuous Solicitation for Spot Natural Gas Supply - 500 MW Power
Plant, Astoria, Queens, New York Solicitation for quali昀椀cations will be
accepted on a continuous basis. Natural Gas supplies (next-month, next-day
and intraday) through existing gas pipelines at NYPA’s option on a Firm or
fully interruptible basis per following schedules.
This is a continuous solicitation at the Astoria Energy II Power Plant in Astoria, Queens, New York, listing to be renewed upon expiry.
New York Power Authority Solicitation to furnish and deliver up to 125,000
Barrels of Ultra Low Sulfur Distillate (ULSD) oil with a maximum sulfur
content of 15 ppm, typically Ultra Low Sulfur Diesel (ULSD) or Ultra Low
Sulfur Heating Oil (ULSHO) to the Astoria Energy LLC Terminal (formerly
the Castle Astoria Terminal - Dock Code #368 -US Army Corps of Engineers
Waterway Code #02213 - Port series No. 05) located on the right bank of the
entrance to Luyster (Steinway) Creek, Astoria, Queens, New York. Delivery
must be made by ship or barge in the cargo size(s) speci昀椀ed by NYPA. Oil
quality must be in strict compliance with NYPA contract speci昀椀cations (Colonial Pipeline Grade 62/67, Non-Dyed and Non-Biodiesel). Oil purchases
will be made on a spot basis within the date range(s) speci昀椀ed in proposal.
Solicitations for quali昀椀cations will be accepted on a continuous basis. Seller
must include delivery window on their proposals and delivery terms.
Interested 昀椀rms must have a proven 昀椀nancial track record & documented
experience in dealing with Ultra Low Sulfur Distillates (ULSD) or (ULSHO)
and must meet NYPA’s contractual requirements. Supplier must have good/
clean rights and title to sell such oil and must be able to provide information
to show its 昀椀nancial capability to complete the transaction.

NAESB Contracts are required to be executed with NYPA for Sale and
Purchase of Natural Gas. All Physical Gas Transactions shall be as per
industry standard North American Energy Board (NAESB) Base Contract
Terms and Conditions. Gas suppliers are required to provide adequate
information for the transporting pipeline(s) and to indicate its agreement for
the Gas Transportation.
Delivery shall be made to existing pipeline interconnections with the New
York Facilities System. Suppliers must possess clean rights and title to sell
such gas and 昀椀nancial capability to complete the Gas Transactions.
